What a manometer measures, and why the permit depends on it
A manometer is a pressure-measuring instrument. In energy code field verification, it is used to pressurize the duct system and measure how much air escapes before reaching the living space.
California sets a maximum allowable leakage. Above that threshold, the measure fails, nothing is filed, and the permit stays open until the ducts are sealed and re-tested.
Duct pressure is one of the measures in a field verification. The others are refrigerant charge and airflow, plus fan watt draw on systems where it applies. Which ones attach to a given job is set by the CF-1R filed at permit stage.
The test must be performed by a rater certified through an Energy Commission-approved provider and independent of the installing contractor. The installing technician cannot self-certify — independence is the point of the verification.

What causes a duct leakage test to fail?
Most failures trace to connections rather than the duct material — joints, boots, plenum connections, and register takeoffs. On retrofit work, the existing duct system is frequently the source rather than anything the crew installed that day, which is why testing an old system attached to new equipment is worth anticipating at proposal rather than discovering at verification.
Should ducts be sealed before the rater arrives?
Sealed, yes. Closed up and finished, no. If the system is buttoned up before the test, a failed measure means undoing finished work to correct and re-test. Leave access until a passing result is recorded.
What happens after a passing test?
The result is filed as a CF-3R through the registry — iPermit files through CHEERS. The building department looks for that filing before it will sign off the final inspection, so the permit cannot close without it.
Does duct pressure testing apply outside California?
Title 24 field verification is California-specific. Other states run their own energy code regimes and most do not require the same duct testing on a residential changeout. iPermit's permit pulling and final inspection services run nationwide; the testing leg is California.
Who performs the test?
iPermit's raters are our own certified staff rather than a subcontracted rating company. Testing runs against the same job record as the permit, so a failed measure triggers a re-test on an existing file instead of a new booking with a third party.
