How HERS Testing Helps HVAC Contractors Pass Inspections
HERS testing helps HVAC contractors pass inspections by catching the three things inspectors and energy code compliance actually turn on — duct leakage, refrigerant charge, and airflow — before the final inspection is scheduled. A passing CF-3R on file is what the building department looks for. Without it, the final does not get signed off and the permit stays open.
Contractors tend to think of energy code testing as an obstacle between a finished install and a closed permit. Operationally it is closer to the opposite: it is the step that surfaces problems while they are still cheap to fix, on a job where the equipment is already accessible and the crew has not demobilized.
Here is how the testing step relates to passing the final, and what makes a job pass on the first attempt.
How the test and the inspection connect
These are two different events, run by two different parties, and contractors sometimes conflate them.
The field verification is performed by a certified rater independent of the installing contractor. A passing result is filed as a CF-3R to the registry. The final inspection is performed by the building department's inspector, who is looking for that filing among other things.
The sequence is strict. Install completes, rater verifies, CF-3R files, final inspection gets scheduled, permit closes. A jurisdiction generally will not sign off a final on a job whose required verification is not on record — which means the testing step does not delay the inspection, it gates it.
Note that the terminology shifted with California's 2025 Energy Code, effective January 1, 2026. HERS is now formally ECC, Energy Code Compliance, and the code raised stringency roughly 30% over the 2022 standards. The field procedures themselves are unchanged.
The three measures that decide it
- Duct leakage. The system is pressurized and the rater measures how much conditioned air escapes before reaching the living space. There is a maximum threshold; above it, the measure fails.
- Refrigerant charge. The rater confirms the charge falls inside the manufacturer's specified range. The number has to match — a system that runs fine can still fail this measure.
- Airflow. Air volume across the indoor coil is measured against the equipment's design specification. On systems where it applies, fan watt draw is checked as well.
Which measures apply depends on the permit scope. The CF-1R filed at permit stage is what tells the rater which ones to test on that job — it is worth reading before the crew goes out, not after the rater arrives.
What makes jobs fail the first time
Most first-attempt failures trace to a small number of causes, and nearly all of them are preventable on the install rather than discovered at test.
- Ducts sealed before testing. If the duct system is closed up and finished before the rater's visit, a failed leakage measure means undoing work to correct and retest. Leave access until the test is done.
- Charge set by feel. Charging to a gauge reading that looks right is not the same as charging to the manufacturer's specification. This measure fails on jobs that run perfectly well.
- Airflow limited by the existing duct system. New equipment on old ductwork frequently cannot hit its design airflow. This is a design question, and it is much cheaper to catch at proposal than at verification.
- Testing scheduled after demobilization. When a failed measure arrives after the crew has left the site, correction becomes a return trip that nobody priced into the job.
- A CF-3R filed against the wrong permit number. A clerical failure rather than a technical one, and one of the more frustrating ways to hold up an otherwise clean job.
How to set a job up to pass
Four habits move the pass rate more than anything that happens on test day.
- Read the CF-1R before the install. It lists which measures apply. Knowing that before the truck rolls changes how the crew stages the work.
- Keep ducts accessible until verification is complete. The cost of leaving access is small; the cost of reopening finished work is not.
- Charge to specification and document it. Weigh in the charge and record it against the manufacturer's numbers.
- Book the rater against the install date, not after it. Scheduling the test as part of the job rather than as a follow-up task is the single biggest predictor of whether it happens promptly.
What a failed measure costs
Nothing is filed until a passing result is recorded. The contractor corrects and the rater re-tests, and the permit sits open in the meantime.
The direct cost is a return visit. The indirect cost is the permit staying open, and open permits do not announce themselves — they surface at resale when a title search finds them, or on a later application at the same address. That tail risk is why the testing step is worth treating as part of the install rather than paperwork that follows it.

Does a failed HERS test mean the inspection fails?
The final inspection generally does not get scheduled until a passing result is on file, so a failed measure delays the inspection rather than failing it. Correct, re-test, then schedule.
Can the installing contractor perform the test?
No. Verification must be performed by a rater certified through an Energy Commission-approved provider and independent of the installing contractor. The independence requirement is the point of the test.
How long after the install should testing happen?
As soon as the system is operational and still accessible. Scheduling it as part of the job rather than as a follow-up is what keeps the permit moving.
Does this apply outside California?
Title 24 field verification is California-specific. Other states have their own energy code regimes and most do not require the same testing on a residential changeout. Permits themselves are required everywhere — they just do not carry this step.
